When Katniss is gifted some healing ointment by Haymitch after the incident with the tracker jacker attack, she uses it all for herself and is then all better.
However, if she had kept some leftover salve, maybe she could have saved Rue when she is shot. All we are saying is, if someone gives you some magical balm that has the ability to heal you during a battle, you might want to pocket some of that for later.
