When longtime leader of District 13, Alma Coin, stepped up to take Snow’s place as president, most people seemed okay with it. Once Katniss discovers that Coin is just as bad as Snow, and is the one responsible for the attack that took her sister Primrose’s life, she decides to take matters into her own hands.
In front of everyone, she decides to shoot an arrow through Coin’s heart, while Katniss just sort of gets pulled away. But how come nobody attacks her? They hadn’t yet known about Coin’s malicious plans, or did they?
