Near the end of both the book and film series, mutant dogs otherwise known as wolf mutts were introduced to the games. These terrifying creatures were made in the control room and then dropped into the arena whenever and wherever the gamemakers wanted.
Despite these mutated wolves being scary, did having them in the games really make sense? These viscous dogs could have easily attacked each and every tribute ridding the chances of having a victor at all, something that President Snow and the rest of the Capitol would probably not be okay with.
