After traveling through an array of traps, Katniss and the rebels decided to head to the underground sewers. While this is a good plan, it also seems a bit obvious.
Are we supposed to believe that President Snow just didn’t expect them to use the sewers? It seems like the natural hiding place for a group of people who are under attack above ground, so how did he let this basic concept slip his mind?
