At first, the idea to brainwash Peeta and send him to eliminate Katniss seemed like a good one. In retrospect, however, it probably was not the best plan in the world.
First of all, when Peeta nearly takes Katniss’ life, it occurs in the underground bunker, which would have been in no way the public display needed to convince the Capitol that he had his power back. Secondly, the brainwashing can also be reversed, something Snow and his minions probably did not think through.
