So in the 75th Hunger Games, the Capitol put a twist on the games (presumably in order to remind the districts how even the strongest among them cannot beat the Capitol).
But since the tributes this year should be people who have all already won once, it doesn’t add up there would be one male and one female winner from each district and are still alive. Especially not since we already know the vast majority of winners in the history of the Hunger Games are from District 1 and 2.
