The whole point of Hunger Games is that citizens can watch the contestants each and every move during the battle, thanks to President Snow’s strategic placement of security cameras. While these high-tech cameras are basically all over the arena, outside the arena seems to be a different story.
The Capitol certainly has enough money, so if President Snow was so concerned about there being another uprising or rebellion why didn’t he just put a camera inside of every house within the districts?
