Out of all the mutated creatures created by gamemakers for the Hunger Games, the lizard mutts have got to be the most bizarre. First seen in Mockingjay – Part 2, these unsightly scaly monsters were sent to attack Katniss and the rebels.
However, since they are not in the arena, how did President Snow have the ability to make them appear? Unfortunately, it is never really explained how things like the lizard mutts or the magical oil appear outside of the games, leaving us to just act as if this minor detail doesn’t matter.
