Inside the arena in the first film, Peeta infiltrates the team known as Careers, which consists of tributes from Districts 1 and 2 who have been training their whole lives for this moment and who are out to take down Katniss.
So, with all their years or preparation, wouldn’t they have thought twice before letting Peeta join their alliance? He did announce his feelings for Katniss in front of the whole world not so long ago, so how did they not see that he was actually trying to help her?
