There is a vast difference between the technology available in the Capitol versus the districts. While the wealthy enjoy all sorts of cool tech from holograms to those cool flying ships, the biggest piece of technology they have in District 12 is some antique radio.
While Panem is obviously a world with a major gap between the upper and lower class, wouldn’t it make more sense for President Snow to allow at least some of its advanced technology into the districts to help with their work and productivity?
