The district’s living conditions are described both in the book and the film series as a truly rough and difficult place to live and raise a family, let alone survive.
While some districts are certainly better off than District 12, such as 1, 2, and 4 which are considered the best, it still doesn’t make much sense why the conditions of most of the districts are so awful. Seeing as the Capitol relies on them for most of their resources, why would they let the people living there starve?
