We are told early on that the Hunger Games was born out of a treaty that had been signed by all districts following the last war, but why on earth would they ever agree to one that involves having to sacrifice their children for the entertainment of the elite?
Certainly, whatever treaty they signed following the rebellion gave all their power to the Capitol – but why did they sign it in the first place? And why is it never really explained how the games got adopted in the first place?
