While we know that The Hunger Games takes place in a post-apocalyptic setting in North America, we are never really told where or when Panem is set. While the book explains that the Capitol is set in a region that used to be known as the Rocky Mountains, this is pretty much all we ever get for the geographical location.
Do no other civilizations exist in the entire world? And if they do, it is hard to believe that they would approve of the way the Capitol was treating their people.
