When District 13 takes another shot at overthrowing the Capitol 75 years after their first attempt, President Snow is shocked. Even though the district had struck a deal with the Capitol that meant their withdraw, you would still think that Snow would be keeping a close eye on them, especially considering they were in charge of making nuclear weapons.
Somehow, with all Snow’s advanced technology and cameras, they were still able to form an underground facility and stock up on supplies for the next uprising without his knowledge.
