Sometimes you have to wonder how much time people have on their hands. While this person may have won an award as being the worst parked person there, the angry person had enough time to prepare balloons and confetti.
If we wandered up and saw balloons and confetti inside our car, we would be super excited, before freaking out about how on earth someone managed to get in. We wonder what the rest of the note says.
