One of the most beloved running gags in Pokemon was how Team Rocket would show up in the most bizarre costumes and disguises that don’t disguise anything at all, and still, Ash and his friends would fall for it.
Sure, put then in a Swan Lake-inspired costume, or have them pose as old hermits; Jessie’s magenta hair and James’s blue/purple hair don’t make them stand out at all, not to mention their voices, and the fact that they have a talking Meowth.
