Fire hydrants are hugely important for the emergency service to help put fires out in your local area. There is a ton of water pressure built up inside them though, and sometimes they just burst open at the faintest of touches.
It seems the person behind this huge stream of water was in exactly the wrong place at the wrong time. Not only did they get soaked while walking on the sidewalk, but their picture was taken and put onto Google at the same time.
